Remanufacturing Supply Chain Decision-making Mechanism Based on Government's Environmental Regulation

基于政府环境规制的再制造供应链决策机制

Abstract:

For a RSC system including a remanufacturer and a treatment agency under the intervention of government's environmental regulation,a bilevel programming model between the government and the supply chain system was established with game theory.Combined with current situations of China,the incentive contract between the remanufacturer and the treatment agency was designed involving with the remanufacturer's level of participating in DfE activities.The premise for the remanufacturer to participate in DfE was provided,the influences of  the government's financial intervention on the system members' decision-making and expected profits were analyzed,and the effects of various parameters on design of the government's financial policy were discussed.The results indicate that,implementation of  the government's environmental regulation is effective to motivate the remanufacturer's DfE participation,as well as to improve the treatment agency's effort-extent.The conclusions are helpful to the design of the government's environmental policy and the operation of RSC in the early stage of remanufacturing industry's development.

摘要:

在政府环境规制的干预下,针对由再制造商和回收处理商构成的再制造供应链系统,建立了政府与供应链系统博弈的双层规划模型。结合现实国情,设计了基于产品绿色设计参与程度的再制造商对回收处理商的激励契约,给出了再制造商参与产品绿色设计的前提条件,分析了政府财政干涉力度对系统成员决策行为和期望收益的影响,讨论了各相关因素对政府财政政策制定的影响。结果表明,政府环境规制的实施能有效激励再制造商投入到产品绿色设计活动中,提高回收处理商回收努力水平,增进社会福利。研究结果对再制造行业发展初期政府相关环境政策的制定以及供应链成员的运营实践具有一定的现实指导意义。
