摘要：

年度进展报告和结题报告是国家自然科学基金资助项目跟踪和管理的主要依据。以NSFC机械工程学科2009年度面上项目、青年科学基金项目和地区科学基金项目共计770份进展报告和303份结题报告为例，介绍了机械工程学科基金项目年度进展报告和结题报告的审核与评价原则、资助项目的主要研究进展与相关突出研究成果，指出了报告和项目执行中存在的一些共性问题，以期通过贯彻绩效挂钩原则，规范科学基金项目的管理，促进基础研究良性、健康发展。

Abstract:

Progress and concluding reports are the main basis for tracking and managing the NSFC projects. 770 progress reports and 303 concluding reports of NSFC projects in mechanical engineering division in 2009, including general projects, youth science funds and regional science funds, were taken for example. The reviewing and evaluating principles of progress and concluding reports, the main research progress and related outstanding research fruits were introduced. The common problems of those reports, as well as executing process of projects, were pointed out. Performance-related-to-further-support principles were proposed to standardize the management of science foundation, so as to promote the sound and healthy development of fundamental researches.
